Technical Office in Occupational Risk Prevention (ORP)

About the service

GespreObra’s Technical Office for Occupational Risk Prevention (ORP) provides a comprehensive service for managing, drafting, and developing specialised preventive documentation, aimed at ensuring regulatory compliance and the proper integration of Occupational Risk Prevention in construction works.

Our technical team specialises in preparing preventive studies, plans, and documents, all drafted in accordance with current ORP legislation and construction site health and safety regulations, and tailored to the technical and operational reality of each project.

On-Site Preventive Document Management

From our Technical Office, we manage everything related to Occupational Risk Prevention documentation, for both developers and construction companies, contractors, and subcontractors, ensuring that the site has the mandatory documentation at all times, up to date and correctly implemented.

Our documents do not merely comply with regulations: they are designed to be real preventive management tools—clear, practical, and aligned with the progress of the works.

Basic Health and Safety Study (EBSS)

The Basic Health and Safety Study is drafted in accordance with Royal Decree 1627/1997, for works where a full Health and Safety Study is not mandatory.

The EBSS includes:
• Descriptive report of work procedures, technical equipment, and auxiliary means.
• Identification of avoidable occupational risks and definition of the necessary technical measures.
• Analysis of risks that cannot be eliminated and definition of preventive measures and collective protections.
• Assessment of the effectiveness of the proposed measures.
• Description of the health and welfare services required based on the number of workers.

Health and Safety Study (ESS)

The Health and Safety Study is drafted in accordance with Royal Decree 1627/1997 and constitutes the reference preventive document for works with a project.


It consists of:
• Descriptive report.
• Construction procedures, technical equipment, and auxiliary means.
• Identification, assessment, and control of occupational risks.
• Definition of preventive measures and technical protections.
• Description of health and welfare services.

For its proper preparation, the Works Execution Project will be required or, failing that, the appointment of points of contact between the Developer and GespreObra to ensure an adequate flow of information.

Particular Specifications
• Applicable legal and regulatory requirements.
• Technical specifications relating to machinery, equipment, tools, and preventive systems.

Drawings
• Graphic representation of the defined preventive measures.
• Structural drawings will be provided by the client.

Measurements
• Measurement of all planned health and safety items.

Budget
• Cost estimate of the full set of planned preventive measures.

Integrated coordination on site and for the works.

Risk Analysis Document for Works Without a Project (DAR)

For works without a project, the developer must replace the Health and Safety Study with a Risk Analysis Document, in accordance with RD 1627/1997.

The purpose of this document is to integrate prevention from the conception of the works, identifying risks arising both from the location and from the concurrent presence of companies.

The DAR includes:
• Technical visit to the workplace.
• Analysis of the actions to be carried out.
• Identification and assessment of non-eliminable risks.
• Definition of safe work procedures.
• Preventive measures and collective protection.
• Analysis of interferences with the environment or existing activity.
• Integration of prevention throughout the execution of the works.

For its preparation, the developer will provide all documentation relating to the works, existing risk assessments, emergency plans, and any other necessary information.

Health and Safety Plans (PSS)

The Health and Safety Plan is drafted in accordance with Royal Decree 1627/1997 and is mandatory for all works with a project.
The PSS develops and specifies the provisions of the Health and Safety Study, adapting them to the contractor’s execution system.

It includes:
• Descriptive report of procedures, equipment, and auxiliary means.
• Identification and control of occupational risks.
• Definition of preventive measures and collective protections.
• Particular specifications.
• Preventive drawings.
• Health and safety measurements and budget.

The PSS is drafted in coordination with the construction company, ensuring its technical feasibility and correct implementation on site.

On-Site Preventive Management Document (DGPO)

The On-Site Preventive Management Document (DGPO) is mandatory for works without a project and constitutes the preventive document equivalent to the PSS.

It identifies, plans, and controls all activities from a preventive standpoint.

It includes:
• Descriptive report of works, equipment, and auxiliary means.
• Identification and assessment of risks.
• Preventive measures and technical protections.
• Description of health and common services.
• Preventive specifications.
• Preventive drawings when necessary.

The necessary information is obtained by appointing points of contact between the contractor and GespreObra, ensuring drafting that reflects the reality of the work.

Self-Protection Plan (PAU)

We draft, review, and manage the Self-Protection Plan, in accordance with Royal Decree 393/2007, including:
• Preparation and registration of the PAU with the Community of Madrid.
• Design of “You are here” plans in accordance with UNE 23032.
• Printing of certified photoluminescent signage.
• Planning, organisation, and execution of emergency drills.
• Staff training in self-protection and emergency response.

Emergency Plan (PE)

We draft the Emergency Plan in accordance with current Occupational Risk Prevention and Fire Safety regulations, ensuring the proper organisation of human and material resources in emergency situations.

Our Emergency Plans are prepared in accordance with the provisions of Law 31/1995 on Occupational Risk Prevention, Royal Decree 513/2017 approving the Regulation on Fire Protection Installations, and, where applicable, Royal Decree 563/2010, as amended by Royal Decree 1335/2012, relating to pyrotechnic articles and ammunition.

The service includes:
• Analysis of foreseeable risks and emergency situations.
• Definition of the emergency organisation and responsibilities.
• Establishment of response, evacuation, and intervention procedures.
• Verification of the adequacy of fire protection installations.
• Integration of the Emergency Plan into the activity and characteristics of the workplace or event.
• Technical advice for its correct implementation and application.

In the case of special activities, such as pyrotechnic shows, the Emergency Plan is specifically adapted to the risks inherent to this type of event, complying with the applicable sector regulations and the requirements of the competent authorities.

Our objective is to ensure an effective and coordinated response to any emergency, minimising risks to people, facilities, and the environment, and ensuring regulatory compliance at all times.

Management of Contractor and Subcontractor Documentation

From the Technical Office, we provide the client with administrative technicians specialising in ORP, responsible for:
• Collecting, reviewing, and filing preventive documentation.
• Ongoing monitoring of contractors, subcontractors, and self-employed workers.
• Comprehensive management of site access control.
• Support for the Coordination of Business Activities (CAE).
• Ensuring timely and proper access to the site.
